Added a new function to calculate the uncertainty in the dispersion, independent of the refractivity model that is assumed.
This is useful if you want to compute the accuracy with which you need to know the refractive index.

Apparently the U.S. Standard Atmosphere data file did not ship in previous releases. That's fixed now.

Fixed typo in sla_atms()

Several changes for consistency and addition of python native pyslalib.sla_refro() method, ported from the original FORTRAN code.

Update to include Mathar's barometric exponential model and update to method descriptions.

Official full release. Main differences with 0.1.2 include complete documentation and function descriptions. Also, there are some small updates to functionality.
