Add a delay when testing random seeds to check for hidden time dependencies like the DATE header keyword

Add setup.cfg with pytest filterwarning that errors on all warnings.

Only selected warnings are ignored. This will ensure that problems
are detected early, e.g. deprecation warnings.

- Ensure proper defaults are set for obs__tplno and tpl__expno
- Ensure BITPIX and NAXIS are set properly in the extensions
- Make storing the files optional (a bit of a hack)
