Fix percent sign in OCA rules

Adam Dobrzycki: The OCA rules (p.58) perpetuate an old inefficient way of defining rules. For example, it says DPR.CATG like '%CALIB%' or DPR.TECH like "%IMAGE%".
This will work (and it does, for many instruments), but queries with wildcards at the beginning of a string are inefficient. If, for example, you know that DPR.TECH will begin with IMAGE (and you know that because you diligently spent time defining values according to rules above (see the general-to-specific in MIC-1639) and made sure that IMAGE is always first then you should use
DPR.TECH like 'IMAGE%'
(no % at the beginning, at the end it's ok).
Along the same lines, for CATG I would use
DPR.CATG='CALIB'
Note equal sign: the only way for CALIB to be in DPR.CATG is when it is the entire content of this kwd.
I stress: it will work with wildcards ("like '%CALIB%'" will find "equal to 'CALIB'"), but is not a good practice.
