mock common

Hugo Buddelmeijer requested to merge hb/mockcommon into master

Make sure MicadoWISE works without common by providing a mock implementation of the common interface.

All functional tests pass, but the database tests require common.

TODO later:

  • test mockcommon
  • allow installation without common
