Use mambabuild in conda_test
Experiment to use mambabuild in the CI.
Support added to ci-templates in https://gitlab.astro-wise.org/omegacen/ci-templates/-/merge_requests/51
That needs to be merged first, then this should revert back to using v4 of ci-templates
