Resolve "Fix OCA problems"

Fixes all known problems with our OCA rules:

  • Add REFLEX TARGETs to all raw data.
  • Query from calibData in Association rules. This seems to include the inputFiles, see discussion in #131 (closed).
  • Add some information about our design choices.
  • Fix double dots in TPL..TARGET.

@verdoes can you review?

Perhaps the simplest would be to look at the micado.oca file. Note that there are two of them which are identical, so reviewing one is sufficient.
